This is pretty much a classic Norwegian Ski hat. I got the eagle pattern from about.com , it was a filet crochet eagle and I used the chart for the hat. The stripes and stars remind me of our flag. Its knitted in Dale Heilo, and the tassles are just twisted cord.

instructions: (this isn't really a pattern because the chart for the eagle isn't mine) but this is how I proceeded.

Gauge: 6 sts to the inch - which i achieved on size 3 circulars and Dale Heilo yarn

With Dale Kolibri, cast on 96 stitches in the round and work for 2 inches. In next row
*k5 inc in next stitch* repeat - result 108 stitches, put in a marker every 27 stitches.
Change to Dale Heilo, red
Knit a row of red, purl a row of red (this will be the fold), Knit a row of red

then follow the chart below for the white and red pattern on bottom (x is red)

the eagle chart came from: http://crochet.about.com/library/blsm2eagles.htm?terms=eagle - and i eliminated some of the
spaces so it was 26 wide. I knit one stitch of blue between the patterns to frame it off. Once the eagle is complete, knit 3 rows of blue, 3 rows of white

then stripe the flag - 4 rows red, 4 rows white, 4 rows red, then start the decreases, decrease one stitch before and after each of the 4 markers at 27 stitches while knitting 4 rows white - and the stars pattern at top. when you are down to 8 stitches, run a yarn thru them and tie off, sew up your hem and make a pompom or icord or twisted cords for the top.
